Functions of the Directorate 
   
  Introduction:
  • The Elementary and Secondary Education Department is one of the largest Public Sector departments in Khyber Pakhtunkhwa.
  • There are 1,74364 employees (excluding FATA), which is 55.5% of the total provincial government employee strength of 300849.
  • The total budget of the ESED is 30.63% of the total provincial budget and 92.75% of the total education budget.

. The Directorate of Elementary & Secondary Education Khyber Pakhtunkhwa is  functioning under the E&SED and is the provincial arm of the ESED responsible for implementation of government policies on education under the instructions and guidelines issued by the ESED.

•The Director E&SE, a senior (BS-20) officer, is in-charge of the directorate overall and is assisted by two BS-19 Additional Directors, 1 for Establishment and 1 for Development and Planning, who in turn are aided in their day to day responsibilities by a staff of 109.

• The Directorate of Elementary & Secondary Education is responsible for service matters pertaining to the 114,364 schoolteachers such as recruiting, postings, promotions, retirement, disciplinary matters, and Pension coordination with all the school staff of the districts, monitoring and reporting etc.

History

  • The Directorate was established in 1903 in the British era at that time it was called Inspectorate and was headed by Inspector General of Education. Dr. M.A. Stein MA, Ph.D (1903-1905) was the first Inspector General of Education.
  •  In 1911 it was re-designated as Director Public Instructions.
  • In 1955 it was re-designated as Director of Education Peshawar Region West Pakistan.
  • The department was re-organized in 1979 and the post was designated as Director of Education (Schools).
  • The directorate was bifurcated in to two Directorate I.e Directorate of Secondary Education & Directorate of Primary Education for good Governance in 1990. After devolution Directorate of Primary Education was merged with Directorate of Secondary Education and renamed as Directorate of Schools and Literacy.
  •  In 2007 once again the Directorate was re-named as Directorate of Elementary and secondary  Education.

Functions

  • Planning & Development, within the framework of provincial and National guidelines Policies/targets.
  • Implementation of policies, strategies and regulations of Elementary and Secondary Education department.
  • Preparation of Annual Developmental Program (ADP) for Elementary and Secondary Education department.
  • Processing of developmental projects.
  •  Scrutinization of, the PC-1 and PC-IV received from the districts and are at directorate level,
  • Assist the department in Implementation, and monitoring and review of developmental projects and schemes.
  • Promotion of community participation for educational Development improvement.
  • Improvement of quality/standard at Primary and secondary education level.
  • Assist the department in Financial Management (Recurring/non-recurring Budgets) and auditing of the Provincial Level releases to Elementary and Secondary Education Department including PAC/DAC.
  • Preparation of budget: its distribution, utilization, and audit. (Financial Management)
  • The over all reconciliation of funds allocated to the department is also responsibility of the directorate
  • Organizing and promoting Educational sports including Boy Scouts and Girl Guides.
  • Performance evaluation reports of Provincial cadre Officers (ACRs).
  • Postings/transfers of Teaching and Ministerial Staff.
  • Submission proposals for Inter District posting/transfers of Officers of Provincial cadre (BPS-17 and above) in Schools.
  • Processing the cases of Promotion for B-17and above for approval of the competent forum.
  • Processing the seniority list of B-16 and above
  • Processing the cases of short and long-term foreign visits/training and award of Scholarships for approval of the competent forum.
  • Processing of Selection grade, Move-over, Pension, GP fund final payment and Promotion cases for approval of the competent forum at Provincial Level in accordance with the existing approved Policy.
  • Monitoring and supervision of all Educational Institutions.
  • Staff Development Activities.
  • Court Cases.
  • It is also the responsibility to deal with the Governor directive, CM directives and Assembly business.
  • Any other task assigned by the government

                   JOB DESCRIPTIONS OF THE OFFICERS

 DIRECTOR (E&SE)

The DE&SE is the principal officer of the Elementary and Secondary Education department in the Province. He/She is responsible to the Secretary, Elementary and Secondary Education Department and Minister for Education for all activities pertaining to the Primary & Secondary Education sub sector.  He/She plans, manages and organizes all the activities in the province. His/her authority extend to all District Offices of Education, to all Secondary and Higher Secondary Schools, Comprehensive High Schools and such like other institutions through out the Province. He will be responsible for the effective delegation of responsibilities so that all the District Offices, and the subordinate officers in the Directorate carry out administrative duties and supervisory duties. He/She pays attention to only the essential tasks and paper work in light of the delegated powers, and spends most of his/her time for the professional guidance of his subordinates. He/She is responsible for the efficient running of his/her office. He/She will be responsible for implementation of the policies given to him by the Education Minister and the Department of Schools & Literacy.

ADDITIONAL DIRECTOR (ESTABLISHMENT)

The Additional Director, Establishment is second in command to the DS&L. He assists the Director in the following matters of Administration, Budget and Accounts, Office and Personnel Management.

ADDITIONAL DIRECTOR (P&D

The Additional Director Planning and Development is the over all incharge of all the planning and developmental activities of the Directorate and the District offices. He is directly be responsible to the Director Elementary and Secondary Education in discharging of the duties pertaining to his branches and sections.

DEPUTY DIRECTOR ESTABLISHMENT (M).

The Deputy Director Establishment (M) has to play an important role relating to the establishment matters and personnel management of the Male staff at Directorate and Districts. His authority has also been extended to the SETs (B-16) and ADOs (B-16).  He is responsible for the recruitment promotion, selection grade, move over and other matters of this nature for all the Male staff. He is responsible to the Additional Director (Establishment) and Director Elementary and Secondary Education for all matters relating to the teaching staff. He assists the Additional Director and the Director Elementary and Secondary Education in all matters relating his section and branches. He plans, manage and organize all the activities regarding personnel management of above cited teaching cadres and keeps a close liaison with the District Education Departments in cases of recruitments, promotions, selection grades, move over etc. He guide the Districts on the policies of the Department regarding posting, transfers and appointments of Teachers.

DEPUTY DIRECTOR ESTABLISHMENT (F).

The Deputy Director Establishment (F) has also to play an important role relating to the establishment matters and personnel management of the Female staff at Directorate and Districts. Her authority has also been extended to the SETs (B-16) and ADOs (B-16).  She is responsible for the recruitment promotion, selection grade, move over and other matters of this nature for all the Male staff. She is responsible to the Additional Director (Establishment) and Director Elementary and Secondary Education for all matters relating to the teaching staff. She assists the Additional Director and the Director Elementary and Secondary Education in all matters relating her section and branches. DEPUTY DIRECTOR (FINANCE & ADMINISTRATION)

The Deputy Director, (Finance & Administration). is responsible to the Additional Director (Establishment) and Director, Elementary and Secondary Education in all the matters related to the Accounts, such as preparation of Budget for DE&SE, and provincial level schemes, maintenance of accounts, District Budget, Reconciliation of Budgets, maintenance of proper account books. He is responsible for fair distribution of amount reflected in budget among all sections, Districts and Institutions. He is responsible for internal and external audits of accounts of the Directorate and Districts. He attends meetings of the DAC and PAC; He keeps a vigilant eye on the flow of expenditure in the Directorate and the Districts. Also incharge of Administration Sections he is responsible for overall Administration of the Directorate

DEPUTY DIRECTOR (P&D)

Deputy Director (P&D) of the Directorate plays a very important role. /He is responsible for the Planning, Development, monitoring implementation and evaluation of all the schemes (fresh and continued) relating to the Directorate and Provincial projects. He checks the feasibility of the proposals to be included in the ADP and ensure that these are in accordance with the planning criteria. He makes sure that all legal formalities for donation of land /purchase of land for schools, playground etc have been followed and mutation deeds solemnized by the EDOs/ Directorate staff. He assists the Director in formulation of long terms plans. He attends meetings of the developmental forum, DWP, DDWP, CDWP, ECNEC etc with the Director/Addl Director, or by himself, if instructed. He pays special attention to the Directives issued by CM/PM, Governor, President and try to include the required schemes in the ADP, if found feasible under the planning criteria, and funds are available for these.

He prepares Developmental Budget of all schemes and sends to P&D/FD Department. After approval of the budget, distribute the same to the quarters concerned. He monitors the progress of expenditure; He takes care of re-conciliation of figures with the account offices. He coordinates with the Districts and consolidate the budget of all districts and the Directorate,

He assists the Director in disposal of the audit observations. Audit paras, draft paras and advance paras relating to developmental expenditure. He coordinates with foreign donors, be a focal person for their activities.

ASSISTANT DIRECTOR (ESTABLISHMENT MALE)

Assistant Director plays a very important role in the Directorate. He is a bridge between the ministerial establishment of the section, and the high officers. He assists the Deputy Director, Additional Director and the Director in the smooth running of his section and the Job assigned to it. He monitors the Diary and dispatch, correspondence and file work in his section. He keeps confidential correspondence, ACRs etc in his own custody. He is responsible for daily attendance and punctuality of his staff.

He monitors the Diary and dispatch, correspondence and file work in his section. Manage efficiently the transport facilities available for the staff of DE&SE. He make available all utilities i-e electricity, gas, water, telephone and fax and also ensure their economical and purposeful utilization.

ASSISTANT DIRECTOR (ASSEMBLY BUSINESS).

He is a bridge between the ministerial establishment of the section, and the high officers. He assists the Deputy Director, Additional Director and the Director in the smooth running of his section and the Job assigned to it.

  • Receive the Assembly Questions; call attention notices, privilege motions, adjournment motions etc.
  • Send copies to the relevant sections.
  • Collect the requisite information from the quarters concerned and prepare replies of:
    1. Assembly questions
    2. Calls attention motions
    3. Adjournment notices
    4. Privilege motions
  • Attend Assembly Sessions or committees on behalf of the Deputy Director / Additional Director, or Director if required.
  • Ensure that proper record of the Assembly Questions etc is kept for follow up and future reference.

ASSISTANT DIRECTOR (LITIGATIONS-I).

He is a bridge between the ministerial establishment of the section, and the high officers. He assists the Deputy Director, Additional Director and the Director in the smooth running of his section and the Court cases assigned to him.

  • Prepare para wise comments for all the cases in which the Director is respondent and get the same authenticated by the Govt. pleader/ Advocate General and submit to the court concerned well in time.
  • Prepare joint para wise comments if the applicant / plaintiff had made other Departments respondents e.g. Secretary E&SE, Chief Secretary and Finance Secretary and complete the whole process of defense in coordination with the authorized person of the respondents.
  • Attend courts, tribunals and accompany the Deputy Director /Additional Director if they are required to attend the court.
  • File appeals in the next higher court of law with the concurrence of law department
  • Apply for copy of the judgment of each decision soon after a court has passed a Judgment.

ASSISTANT DIRECTOR (LITIGATIONS-II)

He is a bridge between the ministerial establishment of the section, and the high officers. He assists the Deputy Director, Additional Director and the Director in the smooth running of his section and the Court cases assigned to him.
